Wikipedia indicates the Blob was a large mass of relatively warm water in the Pacific Ocean off the coast of North America. It was first detected in late 2013 and continued to spread throughout 2014 and 2015. It is also known as a marine heatwave. Sea surface temperature indicated that The Blob persisted into 2016, but was thought to have dissipated later that year. By September 2016, "The Blob" resurfaced and made itself known to meteorologists. This warm water mass was unusual in ocean conditions and was considered to have a role in the formation of the unusual weather conditions felt in the Pacific Coast of North America, and later in the Gulf Coast. The warm waters of the Blob were nutrient poor and adversely affected marine life.

Frank Billingsley, Chief Meteorologist (Channel 2, Houston area)  has suggested that the mass of warm water in the Pacific may compound the effects of El Niño Pacific Moisture. Warm water = warm moist rising air. That moist air gets picked up in the Jet Stream and will drop somewhere as huge amounts of rain on the United States. We had big floods in May of 2013 and again in May of 2014. Currently, El Niño is not present so big storms are not likely. But. as usual, the weather forecasts can change.
