The Environmental Protection Agency on August 29, 2016 finalized regulations changing the Emission Guidelines for municipal solid waste landfills and their companion standards resulting from the EPA review of landfill emissions under Clean Air Act, section 111. Advances in technology and operating practices for reducing emissions of landfill gas provide a basis for these changes.
Reduction targets for methane (a greenhouse gas) and non-methane organic gases are set in the rules, standards, and guidelines. Affected by these changes are 1014 landfills, which include revisions to state landfill monitoring plans.
Guidelines provide for additional monitoring wells, gas collection and control systems (GCCS), and leachate re-circulation systems-depending on the results of the latest landfill gas monitoring. Even closed municipal solid waste landfills may be required to install monitoring wells and GCCS, based on air-quality monitoring. Modeling can demonstrate compliance with emission standards.
State plans are expected in 2017 with GCCS initially installed in 2020.
NGWA Impact: Updated municipal solid waste landfill requirements for modeling and monitoring offer opportunities for well installation, modeling, and environmental planning and assessment.
