In order to address shortfalls in the skilled workforce, NGWA and several other organizations are joining an effort to encourage reauthorization of the Carl D. Perkins Act, which would provide reforms to career and technical education programs.
H.R. 5587, the Strengthening Career and Technical Education for the 21st Century Act, was introduced in the House and passed the Education and Workforce Committee in July.
The bill would ... (1) align career-technical education programs to the needs of the regional, state, and local labor markets, (2) support effective and meaningful collaboration between secondary and postsecondary institutions and employers, (3) increase student participation in work-based learning opportunities, and (4) promote the use of industry-recognized credentials and other recognized postsecondary credentials.
NGWA and others are urging the House to take up the legislation quickly in September in the hopes of spurring Senate action this year.
NGWA impact ... Reauthorization of the Perkins Act would help modernize the workforce and provide assistance to career and technical education programs. Such assistance would help ensure the groundwater professions have a skilled workforce in the future.
