The Nuclear Regulation Authority has handed a screening certificate to Kansai Electric Power Co. for its Nos. 3 and 4 reactors of the Takahama nuclear complex in Fukui Prefecture, acknowledging that the reactors have cleared the initial safety hurdle necessary for them to be reactivated. The Takahama plant is the second facility to have received a safety clearance by the nuclear watchdog following the Nos. 1 and 2 reactors at Kyushu Electric Power Co. Sendai plant in Kagoshima Prefecture last autumn. KEPCO must make every possible effort to complete the rest of the procedures needed for resumption of the operation. It is also important for the utility to obtain consent and understanding from the local municipalities concerned. The challenge the utility now faces is carrying out procedures to secure an operational license from the NRA. A number of NRA actions await KEPCO, including detailed examination of equipment construction designs, maintenance and safety inspection arrangements and on-site operational checks. Immediately after becoming the first utility to obtain an NRA screening certificate, Kyushu Electric submitted documents to get the final green light. However, the NRA pointed out some flaws in the utility paperwork. Kyushu Electric is still in the process of producing supplementary documents to rectify those flaws, setting back the approval process.
